  6. Main types of Community documents and publications

  8. The  Official  Journal   (OJ)  provides  a   complete  record  of   EC  policy
  9. and legislation.   There   are   three   series published  daily in  all  nine
  10. official EC languages:
  11.  
  12. -  "C"   (Information  and   Notices): Preparatory acts (Commission  proposals
  13.  for  Council   Decisions);   judgments  by  the  Court  of  Justice;  written
  14.  questions and answers of  the European Parliament; communications,  opinions,
  15.  etc.; some calls for tender/submissions.

  17. -  "L"  (Legislation):  Contains   all  Community  legislation  (Council   and
  18.  Commission  Regulations  and   Decisions;  Council  Directives;   agreements,
  19.  resolutions,  budget,  amendments  to  and  corrigenda  of formerly published
  20.  Acts, etc.).

  22. -  "S"  (Supplement):  Contains  invitations  to  tender for: public works and
  23.  supply contracts in Europe; Commission projects and programmes.

  25. COM   DOCUMENTS:   Commission    Communications   to  the  European   Council,
  26. available  from   the  Office  for  Official  Publications  of  the   European
  27. Communities  (monthly  catalogues).   Proposals   for  new  RTD programmes are
  28. submitted  by  the  Commission  to   the   Council   in   the   form   of  COM
  29. Documents.  These   include a detailed  description  of   the  programme   and
  30. its objectives along  with a Proposal  for a Council   Decision.  The   latter
  31. is published in  the "C" series  of the Official  Journal  and   subsequently,
  32. after  modification  and  after  final  approval  of  the  programme   by  the
  33. Council,  in  the  "L"   series of the Official Journal. The definitive   form
  34. of  a   COM document has  the following type  of code reference:   COM(YY) XXX
  35. final, where YY is the year and XXX is the reference number.

  37. SEC    DOCUMENTS:  Documents   emanating  from   the  Secretariat-General   of
  38. the Commission.  Annual  programme reports may take the form of SEC  documents
  39. (e.g.   the   "Joint   Research   Centre 1989  Annual Report"). The definitive
  40. form has the same type of reference as COM documents: SEC(YY) XXX final.

  42. EUR-REPORTS:   Contain information  and results  from the  RTD programmes  and
  43. other scientific   and   technical   activities of  the European  Communities.
  44. Produced by the   Scientific   and   Technical   Communication  Unit  of   the
  45. Commission's Directorate-General  XIII  in  Luxembourg. An average of 600  are
  46. published each year   either  through   the  Office for  Official Publications
  47. of the EC  (85%) or through   specialised scientific and  technical publishers
  48. (15%). Full details  of all   are  included   in  the  RTD-Publications (EABS)
  49. database and in the monthly abstracting journal "Euroabstracts".
