- Main types of Community documents and publications

- The Official Journal (OJ) provides a complete record of EC policy
- and legislation. There are three series published daily in all nine
- official EC languages:

- - "C" (Information and Notices): Preparatory acts (Commission proposals
- for Council Decisions); judgments by the Court of Justice; written
- questions and answers of the European Parliament; communications, opinions,
- etc.; some calls for tender/submissions.

- - "L" (Legislation): Contains all Community legislation (Council and
- Commission Regulations and Decisions; Council Directives; agreements,
- resolutions, budget, amendments to and corrigenda of formerly published
- Acts, etc.).

- - "S" (Supplement): Contains invitations to tender for: public works and
- supply contracts in Europe; Commission projects and programmes.

- COM DOCUMENTS: Commission Communications to the European Council,
- available from the Office for Official Publications of the European
- Communities (monthly catalogues). Proposals for new RTD programmes are
- submitted by the Commission to the Council in the form of COM
- Documents. These include a detailed description of the programme and
- its objectives along with a Proposal for a Council Decision. The latter
- is published in the "C" series of the Official Journal and subsequently,
- after modification and after final approval of the programme by the
- Council, in the "L" series of the Official Journal. The definitive form
- of a COM document has the following type of code reference: COM(YY) XXX
- final, where YY is the year and XXX is the reference number.

- SEC DOCUMENTS: Documents emanating from the Secretariat-General of
- the Commission. Annual programme reports may take the form of SEC documents
- (e.g. the "Joint Research Centre 1989 Annual Report"). The definitive
- form has the same type of reference as COM documents: SEC(YY) XXX final.

- EUR-REPORTS: Contain information and results from the RTD programmes and
- other scientific and technical activities of the European Communities.
- Produced by the Scientific and Technical Communication Unit of the
- Commission's Directorate-General XIII in Luxembourg. An average of 600 are
- published each year either through the Office for Official Publications
- of the EC (85%) or through specialised scientific and technical publishers
- (15%). Full details of all are included in the RTD-Publications (EABS)
- database and in the monthly abstracting journal "Euroabstracts".
